The Structure and Organization of the International Coordinating Council “Our Common Home Altai”
The International Coordinating Council “Our Common Home Altai” is a voluntary association of the legislative (representative) bodies of state authorities (or other organisations empowered by them) of the bordering Altai region territories.
The Council’s primary objective is to promote dialogue and consultations among the legislative (representative) bodies of state authorities (or other organisations empowered by them) of the bordering territories.
Participants of the Council
Participants of the Council are the legislative (representative) bodies of state authorities (or other organisations empowered by them) of the bordering territories:

Geographic Area of the Council’s Activity
The Council carries out its activities within the border lines of the territories represented by the Participants.
Council’s Objective
The Council’s activity is aimed at coordinating efforts of statesmen, scientists, entrepreneurs and representatives of public organizations to provide optimum conditions for the development of all territories within the region of Altai.
Directions in the Council’s Activities
1) defining the most urgent common problems calling for joint actions of state governmental bodies, scientific and public organizations;
2) providing assistance in the area of planning, preparation and holding international conferences, workshops and meetings aimed at developing cooperation within the region of Altai, preserving Altai’s ecosystems and their rational economic management;
3) setting a collection of regulatory legal acts to render assistance to state administrative bodies, businesses, scientific institutions and non-governmental organizations which pursue partnership and cooperativerelations among Altai bordering territories;
4) informational procurement of cooperation in the region of Altai.
Status of the Council
The Council acts as a consulting body. The Council considers issues of Participants’ mutual interests and provides recommendations to the Participants, besides the Council cooperates with national legislative bodies and other competent organizations and agencies of the bordering states in coordination and approximation of national laws over the issues of environmental safety and in the areas of foreign–trade, fiscal and customs regulations.
Composition of the Council
The Council is composed of 12 members appointed by the legislative (representative) bodies of state authorities (or other organisations empowered by them) of the bordering territories in the way that 2 members represent each Participant of the Council. Furthermore, at least one of the two representatives of a territory must be vested with the authority as a member of legislative (representative) state power body (or an organisation empowered by such body).
Representatives of the Participants are appointed in accordance with the procedure set by each Participant.
In line with the established order, the Council Participant has the right to replace its representatives in the Council or to appoint deputy representatives in case at least one of the representatives is unable to participate in the Council meeting.
The Structure of the Council
Chairperson of the Council
Representatives of all Council Participants take their turns to preside in the Council. The Chairperson is elected for a term of two years and does not withdraw from this position until the chair is succeeded by the next Chairperson elected at the nearest Council meeting.
Deputy Chairperson of the Council
The Deputy Chairperson is elected for the term of the Chairperson’s presidency. Deputy Chairperson is a representative of that Council Participant which is to delegate its Chairperson for the next term.
Secretariat
The Secretariat is intended to prepare the meetings and effect the Council’s resolutions. It is organised on the temporary basis and includes a representative of each Council Participant. Secretariat is headed by a secretary representing the Participant whose Council member is the acting Chairperson.
Workgroups
The Council may appoint Workgroups on either temporary or permanent basis in order to studying various problems and developing proposals to solve them.
Workgroups include representatives of each Council Participant on the basis of equality.
Function of the Council
Council Meetings
Council meetings are held as required, but at least once a year in the territory of a Council Participant in turn.
Each Council member has one vote in thedecision-making process.
The Council is convened by the Chairperson by letter of advice to all members six weeks prior to the meeting. The Council meeting gains its authority on condition that over half of Council members are attending the meeting.
Decisions of the Council are made on consensus of attending Council members.
Financing
Council Participants cover the expenses of their representatives in the Council, Secretariat and Workgroups (travel, accommodation, etc.).
Expenses on preparation and holding the meeting next in turn are covered by the Participant organizing and hosting this meeting.
Official Language
Official language of the Council is Russian. If required the meeting is conducted in host language or English, whereupon simultaneous translation into Russian is to be provided by the organizer of the meeting.
Meeting Minutes
Meeting minutes are executed and signed by the Chairperson, and are to be presented to each Council Participant within the term of one month after the meeting.
Council’s Recommendations
Council’s Chairperson sends recommendations adopted by the Council to the bodies and organizations concerned.
Termination of Participation in the Council
Each Council Participant has the right to terminate its membership in the Council after written notification addressed to the Chairperson whose responsibility is to bring the issue to the notice of other Council members. |
