Welcoming Letter
Dear ladies and gentlemen,
The beginning of the XXI Centre in the Altai region was marked by a political, cultural and economic situation that was favorable for the development of mutually beneficial cross-border cooperation between the four states namely Mongolia, Kazakhstan, China and Russia. Consequently, the study and coordination of each country’s legislative systems was stepped up significantly.
In April 2002, the International Coordinating Council “Our Common Home Altai” was established as a voluntary association of the legislative (representative) bodies of state authorities (or other organisations empowered by them) of the bordering territories within the common Altai region namely the Altai Territory and the Republic of Altai (Russia), Xinjian Uigur Autonomous Region (China), Bayan Ulgii and Hovd Aimaks (Mongolia), Eastern Kazakhstan Oblast (Kazakhstan).
The Council’s primary objective is to promote consultations and dialogue between the legislative bodies of the above territories engaging regional scientific and public organisations. In this respect, the Council is one of the world’s most unique alliances. This form of interregional interaction is especially important at this critical launching stage of interregional and international cooperation. As of today, we still lack not only a common legal field but also relevant legislation to facilitate cross-border cooperation of the four countries.
I am sure the initiative of legislative bodies will be supported by executive powers of the Altai region, as well as by the governments of their respective countries. It is only through the joint efforts and concerted actions of all branches of power and public institutions that the natural and cultural wealth of Greater Altai can be preserved and multiplied, and the living standards of its nations can be improved. Altai is our common home, and we must take care of it together.
